He graduated from Moscow Institute of agricultural engineer named after V. P. Goryachkina in 1985, mechanical engineer
He graduated from East-Kazakhstani State University in 1999, economist, bank experts.
1985-1988 - Senior Engineer of standardization and metrology department of regional laboratory, department of official supervision over standards of Goskomselhoztehniki KazSSR
1988-1990 - Military service
1990 - Senior foreman on equipment repair “Vostokoblagropromstroy”
1990-1991 – Chief Engineer – supervisor of technical exchange store of East-Kazakhstani regional MTS base of Agropromtehnika
1996-2001 – state labor inspector, deputy director of the department of state inspection on labor protection, director of legal labor inspection of the regional management of labour, employment and social protection of the population.
2001-2013 – Director of the department on control and social protection of the Committee on control and social protection of the Ministry of Labor and Social Protection of the Republic of Kazakhstan by East-Kazakhstani area
He was appointed as Director of State Labour Inspectorate Administration of East-Kazakhstani area on July 30, 2013
