H.E. Ambassador Satybaldy Burshakov

Born on August 24, 1968 in the West Kazakhstan (Oral) region.

In 1993 graduated from the Almaty Institute for Foreign Languages, later Kazakh State University of International Relations and World Languages named after Abylai Khan.

1993 - Lecturer at the Kazakh State University of International Relations and World Languages.

Ambassador Burshakov joined Kazakh Foreign Ministry in November 1993 and studied at the Foreign Service Academy in Islamabad, Pakistan (1994) and at the Clingendael Institute of International Relations in The Hague, Kingdom of the Netherlands (1995).

He started his professional career as desk officer, attaché of the Department for European Countries at the Foreign Affairs Ministry in Almaty in 1993 - 1995.

In 1995 - 2000 he was posted to the Kazakh Embassy in Hungary in his capacity as Attaché, Third and Second Secretary responsible for consular affairs. During his first diplomatic mission abroad he was also accredited in Poland for bilateral cooperation, in the Czech Republic, Slovakia, Bulgaria and Romania for consular services.

2000-2002 he joined to the Department of Bilateral Cooperation, Foreign Ministry in Astana (Divisions for Eastern Europe and for U.S.).

Between October 2002 and January 2007 he served at the Embassy of Kazakhstan in Belgium as First Secretary and Counselor covering bilateral relations.

From January 2007 until January 2012 Mr Burshakov was engaged in the parliamentary diplomacy. He was a Deputy Head and Head of the Department of Inter-Parliamentary Relations at the Senate Administration and prior to his departure to Paris led the Department of International Relations and Protocol in the Mazhilis, lower chamber of the Parliament of Kazakhstan. He also was a Secretary of the Kazakh Parliamentary Delegation to the OSCE Parliamentary Assembly.

In January 2012 appointed Minister-Counselor in his capacity as Deputy Permanent Representative of the Republic of Kazakhstan to UNESCO in Paris, France, where he served until December 2017. Mr Burshakov has represented Kazakhstan in a number of UNESCO committees and conferences, including the World Heritage Committee, Committee for Safeguarding of Intangible Cultural Heritage, Man and Biosphere Committee, IPDC etc.

In January 2018 he became a Deputy Chairman of the Committee for International Information at the Ministry of Foreign Affairs.

On 29 March 2019 he has been appointed by President of Kazakhstan Head of the Foreign Policy Center (later Department) at the Presidential Administration.

From October 2019 to April 2024 he served as Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Israel and Cyprus (with the Residence in Tel-Aviv).

With opening of newly established Embassy of Kazakhstan in Skopje Ambassador Burshakov presented his Credentials to the President of the Republic of North Macedonia, Mrs Gordana Siljanovska-Davkova on June 17, 2024.

He speaks English, French and has a knowledge of Hungarian.

Awards: order “Qurmet”, “Halyk algysy” medal, Certificate of appreciation signed by President of Kazakhstan for his outstanding mission, honored Cyprus Diplomat of the Year Award 2021.

Married to Maira Karakeshova. They have a daughter, a son and a granddaughter Aiya.
