Yeleubaev Baurzhan Bakytzhanovich was born on April 22, 1974 in the Alekseevka village of the Markakol district of the East Kazakhstan region. Higher education. In 2000 he graduated from the East Kazakhstan State University, received the qualification of an engineer-teacher.
