Born on November 12, 1981 in Bolshevik village, Kokpektinsky district, East Kazakhstan region, graduated from D.A.Kunaev Humanitarian Institute in 2002 with a degree in law, graduated from Semipalatinsk University in 2007.Shakarim majored in economics, nationality – Kazakh.
