Kobegen Mukhanbetzhan Inirbayuly was born on November 25, 1975, in Atyrau Region. He holds a higher education degree. In 1997, he graduated from Shakhmardan Yessenov Aktau University with a major in "Development and Operation of Oil and Gas Fields". In 2006, he graduated from Kainar University with a degree in "Jurisprudence", and in 2009, from the Central Asian University with a degree in "Economics".
