Chingis Arinov was born on October 29, 1983. He has graduated from Al-Farabi Kazakh National University, majoring in “International Relations”, from the Kazakh Academy of Labor and Social Relations, majoring in «Law», and from the Academy of Civil Aviation, majoring in «Organization of transportation, movement and operation».
