Orman Zhaiyk Talgatuly

Orman Zhaiyk Talgatuly was born in 1989 in the village of Shayan, Baidibek District, South Kazakhstan region. In 2011, he graduated from the Kazakh economic university named after T. Ryskulov with a degree in Computer Engineering and software, in 2014-Karaganda University of Kazpotrebsoyuz with a degree in Economics, in 2016-South Kazakhstan State University named after M. Auezov with a degree in jurisprudence.

He started his career as a chief specialist in the Department of infrastructure development in the akimat of Abay District of the akimat of Shymkent.

From 2013 to 2014, Chief Specialist of the Infrastructure Development Department of the akimat of Abay District of the akimat of Shymkent;

From 2014 to 2015, Deputy Editor - in-chief of the newspaper "rounded World" ;

In 2015-2016, Chief Specialist of the Information Technology Department of the Department of internal policy and religious affairs of the South Kazakhstan region;

In 2016-2018, Chief Specialist of the Department of Information Security, informatization and monitoring of the provision of public services of the Office of the Akim of South Kazakhstan region;

In 2018-2019, the Chief Inspector of the information security and monitoring group for the provision of public services of the Office of the Akim of Turkestan region – head of the group;

From 2019 to 2023, chief inspector for information security of the Office of the Akim of Turkestan region;
Worked in business structures in 2023-2025;

Prior to his appointment, he held the position of deputy head of the Department of public procurement of the Abay region.

From August 21, 2025, he was appointed head of the Department of public procurement of the Abay region.
