Born in 1973 in the Pavlodar region. Graduated from Pavlodar Industrial Institute and Karaganda Institute of Contemporary Education “Bolashak.”

• 2001-2004: Held roles as Leading Specialist, Chief Specialist, Head of Department at the Agency for Regulation of Natural Monopolies, Protection of Competition, and Support of Small Businesses
• 2004-2007: Director of Departments in Mangystau and Karaganda regions, Agency for Regulation of Natural Monopolies
• 2008: Deputy General Director, RSE Kanysh Satpayev Canal
• 2008-2010: Acting Head and Head, Department of Energy and Utilities, Pavlodar region
• 2010-2013: President, Kazakhenergoexpertiza JSC
• 2013-2014: Acting Director and Director, Department of Electric Power and Coal Industry, Ministry of Industry and New Technologies
