Ermekbai Bibigul Ermekovna was born on December 6, 1975 in the village of Zhdanovo in the Vysotsky district of North Kazakhstan region. In 1998, she graduated from the Kazakh State University of International Relations and World Languages named after Abylai Khan in Almaty with a degree in professional international documentarian. In 2008, she graduated from North Kazakhstan State University with a degree in law.

She began her career in 2002 as a senior inspector of the Migration police of the Department of Internal Affairs of the North Kazakhstan Region. During her career, she held such positions as: head of the Department of the Department of Justice of Petropavlovsk, senior inspector of the GMP Kyzylzhar district police Department, investigator of the Yesil district police Department, akim of Tarangul rural district. From 2019 to 2021, she worked as the director of the Employment Center of the Akim's office of the Yessil district.
