Biography
Abilkair Baipakov was born in 1978 in the village of Shetpe, Mangystau District. He holds a higher education degree in public and local administration.
Throughout various years, he has held leadership positions in regional government bodies, including the Department of Internal Policy and the Department of Culture of Mangystau Region, Chief of Staff to the Akim of the city of Aktau, Tupkaragan, and Karakiya districts, Akim of the village of Bayandy in Munaily district, as well as positions at JSC “NC “Social-Entrepreneurial Corporation “Caspiy”, and Deputy Akim of the city of Aktau.
Since 2023, and until the present, he has been the Head of the Department of Culture, Language Development, and Archives of Mangystau Region.
He is currently the Akim of the city of Aktau.
