He was born in 1967 in the village ofZhosaly of Karmakshinsky district of Kyzylorda region.
Graduated in 1994. Kazakh National Technological University, specialty "metal-cutting machines and tools", in 2004. Kyzylorda State University majoring in Finance and Financial Law.
He began his career in 1984 as a turner at the Zhosalinsky Mechanized Plant.
