    Permanent Representative of the Republic of Kazakhstan to the WTO and International Economic Organizations

    Biography

    Kairat Torebayev began his professional career in 1997, working in the private sector until 2001.

    In July 2001, he entered public service as a Leading Specialist in the Planning Department of the Monetary and Financial Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan. From 2001 to 2009, he held various positions within the Ministry of Foreign Affairs, including an overseas posting at the Embassy of the Republic of Kazakhstan in the Republic of India.

    In 2011, he served as a Coordinator for the Central Asia Regional Cooperation Program at the Asian Development Bank.

    In November 2012, he returned to public service as First Secretary of the Department of Foreign Economic Policy of the Ministry of Foreign Affairs of the Republic of Kazakhstan. The following month, he was appointed Adviser to the Secretariat of the Minister of Economic Development and Trade.

    From March 2013, he served as Deputy Director of the International Cooperation Department at the Ministry of Economy and Budget Planning, and in April 2013, he was promoted to Director of the same Department.

    Between October 2014 and June 2019, he held the position of Director of the Department of International Cooperation at the Ministry of National Economy of the Republic of Kazakhstan.

    In June 2019, he was appointed Director of the International Cooperation Department of the National Bank of the Republic of Kazakhstan.

    From July 2019 to March 2025, Mr. Torebayev served as Vice Minister of Trade and Integration of the Republic of Kazakhstan.

    In March 2025, by Presidential Decree, Kairat Torebayev was appointed Permanent Representative of the Republic of Kazakhstan to the World Trade Organization (WTO) and other International Economic Organizations.
