Rysbek Abzal Rysbekovich was born on April 18, 1984 in the city of Kyzylorda. Education-higher education.

In 2013, he graduated from the Kazakh-Chinese Academy with a degree in Economics and Business.

In 2013-2016, he worked as a leading specialist of the municipal state institution "Kyzylorda City Department of Housing and Communal Services, passenger transport, highways".
In 2016-2019, he worked as the head of the road sector of the municipal state institution "Kyzylorda City Department of Housing and Communal Services, passenger transport, highways and housing inspection".
From 2019 to July 2021, he worked as a deputy head of the municipal state institution "Kyzylorda City Department of Housing and Communal Services, passenger Transport, highways and housing inspection".
