Biography
Ismagul Yernar Kutkozhaevich was born on October 7, 1984 in the Beineu district of the Mangistau region.
In 1999 he entered the Almaty Law College "Akniet" and in 2001 received a law degree. In 2006 he graduated from the Atyrau State University named after Kh. Dosmukhamedov, having received the qualification of a lawyer. In 2011 he graduated from the Atyrau Institute of Oil and Gas and received a diploma in civil engineering.
