In 2020 he graduated from the Almaty Academy of Economics and Statistics.

1. General management, organization and control over the activities of the department.
2. Organizes the work of the department, contributes to the establishment and development of various forms of ownership in agriculture.
3. Coordinates breeding and breeding work in animal husbandry and seed production of agricultural crops in seed and elite seed farms.

4. Within the limits of his competence, issues orders, has the right to accept and dismiss specialists of the department in the manner prescribed by law.
5. Prepares materials and draft decisions, orders of the district akim on agricultural production.
6. Conducts the distribution of duties between department specialists, monitors the correctness and timeliness of their fulfillment of instructions and duties.
