In the context of the large-scale legal reform carried out in the country after the adoption of the new Constitution, approaches to the work of law enforcement agencies are also changing.
Today it is not enough to react to a crime that has already been committed. Our common task is to prevent threats, eliminate the causes of offenses and ensure real protection of citizens' rights.
It is for this purpose that we have created the Center for Forecasting Criminal Threats and Risks to Public Safety - one of the key tools for the transition from responding to consequences to early crime prevention.
The Center analyzes the criminal situation around the clock, identifies potential threats and vulnerable areas, predicts risks and develops specific measures to prevent them. A separate area is the monitoring of foreign content in terms of identifying new forms and methods of criminal threats.
The main thing is that this analysis becomes the basis for concrete decisions on the ground.
So, together with the Ministry of Internal Affairs and akimats of the regions, using artificial intelligence and unmanned technologies, more than 360 potentially dangerous locations have been identified, where there is a high probability of criminal attacks on citizens. Police patrols have been stepped up in these places, about 4,000 new lighting points and more than 3,500 surveillance cameras have been installed.
This approach is already producing results. According to the results of the first half of the year, crime in the country decreased by 11%. There have been fewer murders, robberies, robberies, extortion, thefts and crimes on the streets.
The offensive work against drug crime continues. The Cybernadzor system blocked 10,000 materials with signs of drug propaganda, including more than 6,000 drug stores.
As a result of effective cooperation between the prosecutor's office and the police, more than 464 thousand dropper accounts were blocked, drug proceeds worth over 2.6 billion tenge were seized.
For the first time in recent years, it was possible to reverse the growing trend of online scams - their number decreased by 9%.
Through the joint efforts of law enforcement agencies and Kazakhtelecom JSC, over a million suspicious calls were intercepted, and the activities of 12 fraudulent foreign call centers were suppressed.
So, in the capital, the Anti-Call Center, created on the initiative of the prosecutor's office on the basis of this telecom operator, intercepted the fraudsters' call at the moment when a 76-year-old woman was already preparing to transfer 21 million tenge to them. The money was saved.
Along with this, fraudulent transactions worth more than 2.9 billion tenge were blocked through the National Bank's Anti-fraud Center.
There is a concrete result behind all these figures: citizens' lives, health and property are protected.
Our goal is not to wait for the threat to become a crime, but to identify it in advance, eliminate the causes and prevent the consequences.
This is the practical implementation of the constitutional principle of "Law and order". This is exactly the task that Head of State Kassym-Jomart Tokayev sets for us.
