Public Service Is for Young People!
Today, new opportunities are being created for young professionals to join the civil service. As a result of ongoing reforms, talented university graduates now have the opportunity to begin their professional careers in the civil service without undergoing a competitive selection process, enabling them to contribute to the development of their regions and the improvement of the public administration system.
In recent years, a number of significant reforms have been implemented in Kazakhstan's civil service system to attract highly qualified professionals and talented graduates. One of these initiatives allows university graduates with a Grade Point Average (GPA) of at least 3.33 to be directly appointed to non-managerial positions in government agencies located in rural areas, districts, and cities that are not regional administrative centers, provided they apply within one year of graduation.
According to the new Law of the Republic of Kazakhstan "On the Civil Service of the Republic of Kazakhstan," which came into force on July 1 of this year, every graduate who meets the above requirements is eligible to enter the civil service without participating in a competitive recruitment process. Previously, this opportunity was available only to graduates who had studied under state-funded educational grants. Thanks to the new legislative amendments, all outstanding university graduates can now benefit from this opportunity.
To date, with the approval of the Abai Region Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs, 41 graduates have been appointed to the civil service without competitive selection. Specifically, 9 graduates have been employed in Zhanasemey District, 6 in Zharma District, 4 in Beskaragai District, 2 each in Ayagoz and Urzhar Districts, and 1 graduate each in Aksuat, Abai, and Kokpekty Districts, as well as in the city of Kurchatov.
In addition, graduates have also been employed in district offices of territorial departments. In particular, 8 graduates have joined the Department of Sanitary and Epidemiological Control of the Abai Region, 5 graduates have been appointed to the Territorial Inspectorate of the Committee for Veterinary Control and Supervision, and 1 graduate has been employed by the Territorial Inspectorate of the Committee for State Inspection in the Agro-Industrial Complex.
It is worth noting that this initiative is helping to address the shortage of qualified personnel at the district and rural levels while increasing the proportion of young people in the civil service.
Overall, the implementation of this initiative contributes to the formation of a professional and competitive civil service while opening new career opportunities for young professionals. Supporting talented young people and creating favorable conditions for their professional development are essential steps toward improving the efficiency of the civil service and ensuring the sustainable development of the regions.
