
On July 24 this year, an online conference "Corruption risks in the provision of services" was held, bringing together civil servants, representatives of the quasi-public sector and the expert community.
The main topic of the meeting was the prevention of corruption risks in the provision of public and other socially significant services. The participants discussed issues of increasing the transparency of work processes, compliance with established regulations, strengthening professional ethics and developing anti-corruption compliance.
The main part of the event was attended by representatives of the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Kostanay region.
The speakers spoke about the most common corruption risks that may arise at various stages of service provision. Particular attention was paid to administrative barriers, conflicts of interest, the lack of transparency of certain procedures and non-compliance with deadlines and regulations.
The conference participants noted that corruption prevention should not be limited to responding to violations that have already been committed. Effective work in this area involves constant analysis of processes, timely identification of vulnerable areas and elimination of conditions conducive to abuse.
Aigul Murzakhmetova, Head of the compliance service of the Kostanay Regional University named after Akhmet Baitursynuly, devoted her speech to the practical aspects of the organization of anti-corruption compliance.
She stressed that compliance should not be a formal system of internal documents, but a permanent mechanism for preventing violations. Among the important areas of such work were the identification of conflicts of interest, improvement of internal procedures, creation of accessible feedback channels, objective consideration of appeals and the formation of a corporate culture of integrity.
A separate section of the conference was devoted to ethical standards of public service. Ethics Commissioner of the office of the Akim of Kostanay region Kairat Syundikov explained the basic requirements of professional and official conduct of civil servants.
During the speech, it was noted that legality, integrity, impartiality, responsibility and respect for citizens are the basis of public service. Compliance with ethical standards directly affects the public perception of the work of government agencies and the level of public confidence.
In conclusion, the participants were able to ask the speakers questions and discuss practical situations that arise in the provision of services and the organization of preventive work.
Following the conference, it was noted that the prevention of corruption risks requires an integrated approach combining transparency of procedures, effective internal control, compliance with professional ethics and personal responsibility of each employee.
The recommendations received will be used by the participants of the event in their further professional activities and work on improving anti-corruption mechanisms in government agencies and quasi-public sector organizations.
