The Central Communications Service held a press conference on the results of work and plans for digital transformation of the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan. The event presented the results of the department's activities for 2025, as well as plans for the development of a service model for budget execution and the introduction of new digital solutions, including the creation of a system with elements of artificial intelligence.
Currently, the department is developing elements of a service model for the execution of the state budget. This is an approach in which the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan provides a number of services to state institutions and entities of the quasi-public sector, focusing on support and assistance in the effective management of budgetary funds. The main directions are the improvement of the regulatory framework, consulting and explanatory work, digitalization, preventive control of documents and centralized public procurement.
Strengthening treasury control is carried out through preventive control, during which financial risks are identified. In 2025, thanks to such measures, financial violations were prevented and returned without the execution of financial documents in the amount of over 20 trillion tenge.
Since 2020, the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan has been performing the functions of a single organizer of public procurement for central state bodies and their subordinate organizations. In 2025, more than 1,500 purchases were made in the amount of 1.16 trillion tenge. Savings on the results of purchases amounted to over 15 billion tenge, or 5.3%.
The agency continues to actively work on the introduction of digital solutions. In 2025, a simultaneous transition to the international standard for financial messages ISO was carried out, which made it possible to speed up and automate payment processing. Also, integration interaction with the State Database of Individuals (GBD FL) has been established to verify the compliance of the surname, name, patronymic and individual identification number of recipients of funds when creating accounts for payment of wages and other cash payments.
As part of the implementation of the new Budget Code, work was carried out to introduce a new budget structure with the opening of the fourth category "Special Revenues."
This year, the State Treasury Committee of the Ministry of Finance of the Republic of Kazakhstan is faced with a global task of applying digital solutions in the field of treasury budget execution. In pursuance of the instructions of the Head of State given at an expanded meeting of the Government, in 2026 it is planned to scale up the digital tenge within the framework of the republican and local budgets, as well as the budgets of state holdings. For this, the interaction of the treasury system with other information systems will be organized.
In addition, the department will have to build a new architecture of the Treasury system, aimed at the operational management of public finances. The new system will contain modern and effective solutions, including those using elements of artificial intelligence. Expected results of the implementation of the new architecture: an increase in the number of serviced organizations of the quasi-public sector in the treasury system, as well as the possibility of implementing accounting, keeping records of budget loans and subsidies.
"We are faced with the task of building a new architecture of the Treasury system, which will contain modern and effective solutions (including using elements of artificial intelligence). Thus, this year all the necessary documentation will be developed and starting next year we will begin to develop the system," summed up the chairman of the State Treasury Committee Rakhat Tokbaev.
