Geneva, 6 July 2026 – Within the framework of the 68th Series of Meetings of the Assemblies of the Member States of the World Intellectual Property Organization (WIPO), a meeting was held between WIPO Director General Mr. Daren Tang and the Kazakh delegation headed by Mr. Yerlan Sarsembayev, Minister of Justice of the Republic of Kazakhstan, and H.E. Mr. Kairat Torebayev, Ambassador and Permanent Representative of the Republic of Kazakhstan to the WTO and international economic organizations.
The key outcome of the meeting was the signing of a letter of intent on the establishment of a WIPO Training Center in Kazakhstan. This step represents a practical continuation of the agreements reached during the visit of WIPO Director General Daren Tang to Kazakhstan in 2025 and is being implemented in line with the instructions of the Head of State, Kassym-Jomart K. Tokayev, on the development of human capital, the innovation economy and the strengthening of the national intellectual property system.
The establishment of the WIPO Training Center will help strengthen Kazakhstan’s national intellectual property system and create a regional platform for building expertise, exchanging experience and promoting modern approaches in the field of intellectual property.
During the meeting, the parties also discussed the further development of cooperation between Kazakhstan and WIPO, including support for innovative entrepreneurship, the development of creative industries, the strengthening of enforcement practices, capacity building, and the application of artificial intelligence in the field of intellectual property.
Particular attention was paid to the “Artificial Intelligence for Start-up Support” project, launched on 30 June this year. Kazakhstan views this project as a practical tool for developing technology entrepreneurship, enhancing the competitiveness of start-ups and supporting their access to global markets.
The parties also noted the practical results of the partnership between Kazakhstan and WIPO, including the development of a National Innovation Strategy with an intellectual property component, educational programs, and initiatives aimed at training specialists, judges and representatives of law enforcement agencies.
It was also noted that, following the conclusion of the current series of Assemblies, Kazakhstan will assume the role of coordinator of the Group of Central Asian, Caucasus and Eastern European Countries. In this capacity, Kazakhstan intends to contribute to the development of professional dialogue, the promotion of joint initiatives and the expansion of practical cooperation among the countries of the region.
The Permanent Mission of the Republic of Kazakhstan to the WTO notes that Kazakhstan’s participation in the WIPO General Assembly demonstrates the country’s consistent commitment to building a modern and competitive intellectual property system.
Today, intellectual property is becoming part of Kazakhstan’s broader national agenda from digitalization and artificial intelligence to support for start-ups, science, sport, creative industries and international cooperation.
