The Department of State Revenues of Mangystau Region informs that, in accordance with the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan,” candidates for deputies of maslikhats of all levels and their spouses are required to submit a Declaration of Assets and Obligations of an Individual (Form 250.00) to the state revenue authorities before registration.
The declaration must be submitted as of 1 October 2026 at the place of residence (stay) of the candidate and his/her spouse. This is a mandatory condition for registration: without a certificate from the state revenue authorities confirming the submission of the declarations, the candidate cannot be registered.
What must be reflected in the declaration
Form 250.00 indicates:
- Property abroad, rights and transactions in respect of which are subject to state (or other) registration in a foreign state: real estate, land plots and shares, aircraft and sea vessels, river-sea vessels, vehicles, special equipment, trailers.
- Money in foreign bank accounts if the total amount across all accounts exceeds 1,000 MCI (in 2026 — 4,325,000 tenge).
- Property and obligations in the Republic of Kazakhstan and abroad, including:
– shares in housing construction;
– shares in the authorized capital of legal entities established outside the Republic of Kazakhstan;
– securities, derivative financial instruments;
– digital assets, investment gold;
– intellectual property and copyright objects;
– cash within 10,000 MCI (43,250,000 tenge);
– money in foreign brokerage accounts;
– other property (optional) worth over 1,000 MCI (if an appraisal value is available);
– receivables and payables confirmed by a notarized agreement (between individuals), a reconciliation act and a civil-law contract (with a legal entity or individual entrepreneur, including a non-resident), or a court decision that has entered into legal force.
Important: Bank loan agreements are not reflected in the declaration.
How to prepare and submit the declaration
Before filling out the form, it is recommended to prepare supporting documents in advance:
- Obtain an appraisal from an independent appraiser (for other property worth over 1,000 MCI);
- Have loan agreements notarized (receivables/payables between individuals).
Information can be checked independently on official resources: for securities (Central Securities Depository), for equity participation agreements in housing construction, for intellectual property objects (gosreestr.kazpatent.kz), for real estate and participation in legal entities (egov.kz), and for notarized loans (Notary Chamber).
Methods of submission:
- Electronically via the web portal of the State Revenue Committee “Taxpayer’s Cabinet” (knp.kgd.gov.kz) using an electronic digital signature (EDS);
- On paper in person at the state revenue authorities, a Public Service Center (PSC), or by registered mail.
When filling out the form, candidates and their spouses indicate the corresponding category of taxpayer (cell A).
Verification and liability
After the candidate’s registration, the state revenue authorities verify the accuracy of the submitted information within 15 days. Inaccurate information on the assets and obligations of the candidate or his/her spouse constitutes grounds for cancellation of registration.
It is recommended to fill out the declaration carefully and completely, avoiding omissions and errors. For any questions, contact the call center at 1414 or the tax authority at the place of residence.
This requirement is aimed at ensuring transparency and preventing conflicts of interest in the formation of local representative bodies. Timely and accurate submission of the declaration is an important step toward successful registration and participation in the election campaign.
