About changes in the forms of tax notifications and debt collection documents

The Department of State Revenue for the Pavlodar region informs taxpayers about changes in the forms of documents used for collecting tax debts and notifying of accrued taxes and payments, which entered into force on October 17, 2026 on the basis of Orders of the Minister of Finance of the Republic of Kazakhstan dated September 30, 2026 No. 658 and No. 662.
The update affected 10 forms of debt collection documents, including notices of debt repayment, suspension of bank account transactions, restriction of property disposal and foreclosure, confirmation of accounts receivable, and restrictions on leaving the country. The key innovation was the automatic processing of documents through the digital system of state revenue authorities (OGD) with the certification of the EDS system, clarifying references to the Tax Code of the Republic of Kazakhstan when submitting a list of debtors, as well as changing the procedure for appealing decisions on temporary travel restrictions in accordance with administrative proceedings while maintaining their immediate execution.
In addition, three forms of tax notifications have been changed: for property taxes, for taxes and fees calculated by the OGD, and for fees for negative environmental impact. The updated forms clarify the procedure for appealing, provide for the indication of a higher OGD to file a complaint, set a 3-month appeal period from the date of delivery in accordance with Article 91 of the CPC RK, and the notifications themselves are signed by the EDS of the automated OGD system.
The Department recommends that taxpayers check incoming notifications in a timely manner and pay attention to the amounts, deadlines, and appeal procedures.
