    THE AGENCY FOR PROTECTION AND DEVELOPMENT OF COMPETITION AND THE WORLD BANK LAUNCH A PROJECT TO REFORM THE GOVERNANCE SYSTEM FOR STATE-OWNED ENTERPRISES

    Marat Omarov, Chairman of the Agency for Protection and Development of Competition of the Republic of Kazakhstan, met with a World Bank delegation led by Cecile Tiouero Niang, Regional Practice Manager for Europe and Central Asia.

    The parties discussed the practical implementation of a technical assistance project aimed at reforming the governance and ownership of state-owned enterprises.

    The programme covers three key areas. The first is the optimization of the state-owned enterprise portfolio, including the classification of enterprises based on the economic rationale for state participation; the establishment of a single official registry of state-owned companies; and the introduction of principles for accounting for and compensating for socially important services.

    The second area is strengthening the ownership function, aimed at improving the state system for monitoring performance, introducing consolidated reporting, and selecting board members based on meritocratic principles.

    The third area provides for the exchange of experience, development of expert capacity, and transfer of expertise with the support of relevant UK organizations.

    The Chairman of the Agency supported the project, noting its important role in strengthening corporate governance, developing a competitive environment, and creating conditions for attracting private investment into Kazakhstan’s economy.
