Pursuant to the amendments and additions made to Resolution No. 763 of the Government of the Republic of Kazakhstan dated October 25, 2021, “On Approval of the Rules for the Implementation of Extended Obligations of Producers (Importers),” the obligation of producers (importers) to obtain a certificate confirming payment of the recycling fee for motor vehicles must now be fulfilled before the vehicle’s initial registration in accordance with the legislation of the Republic of Kazakhstan on road traffic. This requirement does not apply to individual importers bringing motor vehicles into the territory of the Republic of Kazakhstan for their own use.
Individual importers bringing motor vehicles into the territory of the Republic of Kazakhstan for their own use must fulfill the obligation to obtain a certificate confirming payment of the recycling fee before the vehicle is released for free circulation in accordance with the customs legislation of the Eurasian Economic Union and the Republic of Kazakhstan.
Producers (importers) must obtain a certificate confirming payment of the recycling fee for self-propelled agricultural machinery before its initial state registration, but no later than 30 (thirty) calendar days from the date of its manufacture or import, in accordance with the legislation of the Republic of Kazakhstan on state regulation of the development of the agro-industrial complex and rural areas.
If producers (importers) sell motor vehicles before their initial registration, they must obtain the certificate confirming payment of the recycling fee before selling those vehicles.
The document confirming that producers (importers) have fulfilled their extended obligations is a certificate confirming payment of the recycling fee, issued to producers (importers) by the operator.
