“National Fund for Children”: what is it and how to receive the payment?

In his 2022 address, the Head of State put forward the idea of creating a program for the fair distribution of national wealth, one of the implementation directions of which is the “National Fund for Children” program. Under this project, citizens of Kazakhstan from birth until they reach the age of majority will receive funds annually starting in 2024, based on 50% of the average investment income of the National Fund. As part of this initiative, children under 18 will receive 50 percent of the investment income of the National Fund of Kazakhstan annually. In 2026, each child was credited with USD 130.71. For children who have been participating in the program for three years, the total amount of savings, taking into account the investment income received, amounted to USD 370.56. According to the UAPF, as of September 1, 2026, payments of targeted savings for improving housing conditions and paying for education amounted to USD 76142.45 thousand (365,967 recipients), including: - for the improvement of housing conditions -USD 50 433.4 thousand (241 284 recipients); - for education -USD 25709.05 thousand. (124,683 recipients). When can these funds be used? Upon reaching the age of 18, the savings will be transferred to individual accounts at the UAPF, and young people have the right to use them for: • improving housing conditions only in the Republic of Kazakhstan. • paying for education (both in the Republic of Kazakhstan and abroad). The accumulated amount from the UAPF account can be transferred to the chosen purpose through authorized operators – Otbasy Bank and Halyk Bank. You can check information about whether a child has participated in the program on the website kids.enpf.kz using the child’s IIN, in the personal account on the egov.kz portal, in the Halyk and Kaspi.kz apps. If the targeted savings are not claimed within 10 years after the child reaches the age of majority, they are credited to their individual pension account. Accruals are terminated: • in the event of death; • upon the entry into force of a court decision declaring a project participant dead; • in the event of loss of citizenship. In the event of death, heirs may apply to receive targeted savings from the Unified National Pension Fund in accordance with the procedure established by law. Using National Fund resources to support the younger generation of Kazakhstani citizens is a strategic decision aimed at the sustainable development of the country.
