In accordance with the Federal Law of April 17, 2026 No. 101-FZ in the Russian Federation, from June 1, 2026, a system for confirming the expectation of goods (PHRS) is introduced, which is a mechanism for preliminary control of the import of goods into the territory of the Russian Federation.
It is envisaged that each delivery of goods must be registered in advance by the Russian recipient in the information system before the goods cross the state border of the Russian Federation.
PHRS is implemented by forming an electronic document on the upcoming delivery indicating information about goods, codes of VED, quantity, cost, sender and recipient of goods.
In addition, the mechanism provides for confirmation by the Russian recipient of the expectation of delivery, as well as the payment of an interim payment in the amount of taxes calculated on the basis of the cost of goods expected for delivery.
Checking the availability of a issued electronic document (QR code) will be carried out by mobile groups of the FCS of Russia.
In the absence of a pre-issued and confirmed PHRS document, the import of goods into the territory of the Russian Federation is not allowed, which may entail the return of vehicles and difficulties for traffic flows on the Kazakh-Russian section of the border.
The introduction of the PHRS system (national system for confirming the expectation of goods delivery) from June 1, 2026 radically changes the rules for automobile exports from the Republic of Kazakhstan to the Russian Federation. To pass the border, Kazakhstani exporters need the recipient in the Russian Federation to issue a DOPP (document on the upcoming delivery) in advance and transfer the generated QR code to the carrier.
Key aspects that need to be taken into account by business in the Republic of Kazakhstan:

Registration: before crossing the border, the Russian importer enters data on the supply into the PHRS system (details, codes of TN VED, weight, transport, VAT/excise amounts).
Confirmation: The system generates a unique QR code, which the importer sends to the supplier/driver (in electronic or printed form).
Control: At 30 checkpoints, the Russian side is deploying mobile groups to selectively check QR codes and verify data with the actual cargo.

The absence of a confirmed QR code, as well as any discrepancies with the actual cargo (the system works through risk profiling) will lead to the inadmissibility of the vehicle to the territory of the Russian Federation and its return.
3.Exclusions (which products are not covered)
PHRS rules shall not affect:
Goods for personal use;
Transit cargoes;
Oil and petroleum products, as well as electricity;
Currency and securities.

Issues of implementation and impact on trade within the EAEU are supervised by NPP RK "Atameken." To avoid border delays, exporters are advised to:
Ask the Russian buyer in advance for confirmation of the registration of the DOPP and a QR code before the car arrives at the checkpoint.
Strictly verify the data in the QR code with real shipping documents (car brand, product name, sender/recipient).
Allow more time for border control in the first weeks of mandatory use of the system.
