A Tax Free pilot project is being implemented in Kazakhstan (Order of the Minister of Finance of the Republic of Kazakhstan dated June 4, 2026 No. 363).
Tax Free allows foreign tourists, citizens of non-EAEU countries, to refund the amount of value-added tax for goods purchased in Kazakhstan, subject to their direct export outside the customs territory of the EAEU.
Entrepreneurs who pay VAT and sell non–food products in stationary retail outlets are invited to participate in the project. The project operates in the cities of Astana, Almaty, Aktau, Aktobe, Atyrau, Balkhash, Karaganda, Kostanay, Pavlodar, Petropavlovsk, Semey, Taraz, Turkestan, Uralsk, Ust-Kamenogorsk (including Katon-Karagai), Shymkent, as well as in the village of Burabai, Akmola region.
For businesses, the connection and use of the system is completely free. Participation in Tax Free helps to attract foreign buyers, increase the average check, increase sales and set the store apart from competitors due to the international level of service.
Foreign tourists can receive compensation for the purchase of non-food products in the amount of 10 MCI in one check (43,250 tenge in 2026). Upon purchase, the seller issues a "Tax Free" document in paper or electronic form based on a cash receipt with VAT allocated, and the refund itself is carried out by the system operator.
To join the project, it is enough for a business to sign an agreement with Tax Free operators on taxfree websites.kz or globalblue.com .
