The protected area of electric networks is land, water and air space allocated for the purpose of ensuring the safety of electric networks, creating normal operating conditions, preventing their damage, as well as accidents among the population trapped in the protected area of these networks.
Security zones of electric networks are installed along power transmission lines (including branches to entrances to buildings) in the form of a plot of land and airspace bounded by vertical planes located on both sides of the projections of the outermost wires to the ground surface (if their position is not deflected).
Security zones are established, land plots are allocated to ensure the safety of the population, create normal operating conditions for electric networks and prevent accidents.
Security zones of electric networks are established without the seizure of land plots from land owners and land users.
When passing overhead and cable lines within rural and urban areas, local executive authorities do not allow the construction of security zones of electric networks.
Security zones of electric networks are established:
1) 2 meters (hereinafter referred to as m) – for overhead lines with bare wire voltage up to 1 kilovolt (hereinafter referred to as kV);
2) 1 m each – for self-supporting insulated wires with a voltage of up to 1 kV;
3) at least 10 m – for overhead power transmission line 1 – 20 kV;
4) at least 15 m – for an overhead power transmission line of 35 kV;
5) at least 20 m – for 110 kV overhead power transmission line;
6) at least 25 m – for 220 kV overhead power transmission line;
7) at least 30 m – for an overhead 330 – 500 kV power transmission line;
8) at least 55 m – for an overhead power transmission line of 1150 kV.
Construction, installation, excavation, loading and unloading, prospecting operations related to the construction of wells and pits, the arrangement of sites, parking lots for motor vehicles, the placement of markets, buildings, structures, storage of materials, and the construction of new buildings are prohibited within the protected areas of electric networks without coordination with the organization in charge of which these networks are located. fences and fences, discharge and discharge of corrosive corrosive substances and fuels and lubricants.
Individuals and legal entities who have received written consent to carry out the above-mentioned work in the security zones of electric networks, perform them in compliance with the conditions ensuring the safety and security of these networks, at their own expense.
Individuals and legal entities carrying out excavation work in the protected area, if they find a cable that is not specified in the technical documentation for the work, stop these works, take measures to ensure the safety and integrity of the cable and report this to the nearest energy transmission organization, which manages the electrical networks, or to local executive authorities.
Individuals and legal entities in the protected areas of electric networks comply with the requirements of organizations responsible for electric networks aimed at ensuring the safety of electric networks and preventing accidents. If there is a threat to people's lives during the performance of work by individuals and legal entities in the security zones of electric networks, organizations responsible for electric networks suspend work until the threat to people's lives is eliminated.
Compensation for damage to electrical networks caused by individuals and legal entities is carried out in full at their expense according to the cost estimates agreed upon by them for emergency repair work, compiled by the organization in charge of these lines.
According to Article 305 of the Administrative Code of the Republic of Kazakhstan, for the production of construction, installation, excavation, loading and unloading, prospecting works related to the construction of wells and pits, the arrangement of sites, parking lots, markets, buildings, structures, storage of materials, the construction of fences and fences, the discharge and discharge of corrosive corrosive substances and fuels -lubricants in the protected areas of electric and thermal network lines, gas supply system facilities without approval from the organization, which manages electric or thermal networks or facilities of gas supply systems provides for a fine for individuals in the amount of ten, for small businesses – in the amount of fifteen, for medium–sized businesses – in the amount of twenty, for large businesses - in the amount of one hundred monthly calculation indices.
