In accordance with paragraph 1 of article 2 of the Law of the Republic of Kazakhstan "On state targeted social assistance" the right to social aid are citizens of Kazakhstan, oralmans, refugees, foreigners and persons without citizenship, permanently residing in Kazakhstan, with a per capita income not exceeding the poverty line.
Based on paragraph 4 of Chapter 2 of The rules for calculating the total income of a person (family) applying for state targeted social assistance, approved by the Order of the Minister of labor and social protection of the population of the Republic of Kazakhstan dated 28.07.2009 No. 237-p (subject to changes and additions on 01.01.2020 (hereinafter the Rules), when calculating the total family income, all types of income received in the Republic of Kazakhstan and abroad during the accounting period, including income received in the form of labor remuneration, are taken into account.
When determining the right to assign state targeted social assistance, the total family income for the quarter preceding the quarter of application is taken into account.
