The sectoral Law of the Republic of Kazakhstan "On state regulation of the development of the agro-industrial complex and rural areas" (paragraph 8 of article 18) is aimed at supporting specialists in the social sphere and the agro-industrial complex who arrived to work and live only in rural settlements.
Currently, amendments have been made to legislative acts in terms of changing the status of small towns with a population of less than 10 thousand people. When the status of an urban settlement is changed to a rural one, their specialists in the future can receive measures of social support and the prescribed allowances provided for by the legislation of the Republic of Kazakhstan.
It should also be borne in mind that the provision of social support measures within the framework of the Project for specialists arriving in cities may lead to an outflow of specialists from rural areas and an even greater increase in the shortage of personnel.
