In accordance with the decrees of the Government of the Republic of Kazakhstan "On the system of remuneration of civil servants, employees of organizations maintained at the expense of the state budget, employees of state-owned enterprises" dated December 31, 2015 No. 1193 and "On approval of a unified system of remuneration of employees for all bodies contained at the expense of the state budget "dated October 16, 2017 No. 646dsp, the basic official salary (hereinafter - BDO) is used to calculate official salaries for both civil servants and for employees of all bodies supported by the state budget (civil servants, military personnel and employees of law enforcement agencies , deputies, judges, etc.). The official salary of a budget employee is determined by multiplying the BDO by the coefficient on the length of service (according to the current system, the employee's work is paid differentially and depends on the qualifications, complexity and amount of work performed).
At the same time, taking into account the number of these categories of workers, a one-time decision to increase BDO or its annual indexation will require the allocation of significant budgetary funds from the state budget.
Meanwhile, we note that the state, based on financial and economic capabilities, is gradually increasing the level of wages of workers in the public sector.
In addition, it should be noted that measures are being worked out to revise the coefficients for calculating the official salaries of civil servants and to carry out indexation once every three years, based on budgetary possibilities.
