The Academy of Public Administration under the President of the Republic of Kazakhstan invites all civil servants with at least 2 years of experience to apply for a grant for the 2021-2022 academic year!
The Academy of Public Administration is the only higher education institution in Kazakhstan that is responsible for the professional development and education of serving civil servants. The work of the Academy is aimed at training the personnel of the state apparatus and professional managers.
This year, documents for admission to the Academy of Public Administration will be accepted until June 5 in an online format in the information system www.apa.kz for one of 7 master's programs and 2 doctoral programs:
Master's programs
With a training period of 1 year:
-MPA "Public Administration"
-EMPA "Public Administration" (in-service)
-MIR "International Relations"
-EMBA "Business Administration" (in-service)
-MRD "Regional Development" (in-service)
With a training period of 2 years:
-MPP "Public Policy"
-ME "Economics"
Doctoral programs
With a training period of 3 years:
-DPA "Public Administration"
-DIR "International Relations"

Applicants to the Academy of Public Administration submit the following documents to the selection committee:
1.Application;
2.Copy of the document on higher education;
3.Certificate of knowledge of the state language QAZAQRESMITEST or QAZTEST (not lower than B1);
4.Certificate of proficiency in a foreign language:
-For master's degree: IELTS or IELTSindicator (at least 4.0), TOEFLPBT (at least 437) or TOEFLIBT (at least 41), APTIS (at least B1 / 4.0).
-For doctoral studies: IELTS or IELTSindicator (at least 5.5), TOEFLPBT (at least 513) or TOEFLIBT (at least 65), APTIS (at least B2 / 5.5).
Applicants who have obtained a degree in foreign educational institutions, where English is the language of instruction, are exempted from this requirement.
- For civil servants of the Republic of Kazakhstan - a track record, for foreign applicants - a personal sheet of personnel records;
- The direction of the state body;
7.Written works:
- for doctoral students - a research proposal (research proposal),
- for undergraduates - not required, since writing an essay is the first stage of competitive selection.
In the absence of these certificates in English and business Kazakh, applicants, when submitting documents in the www.apa.kz information system, have the opportunity to sign up for preparatory Pre-sessional courses until March 23, 2021 with passing the APTIS and QazaqResmiTest tests for admission to the Academy of Public Administration.
Pre-sessional coursesare an effective way to enter the Academy of Public Administration, where you can get the necessary academic skills and knowledge that will help you integrate into the learning process. The program includes 3 independent modules required in the process of passing the stages of competitive selection and further training at the Academy: Beginning of form

- Courses on writing academic writing and public speaking, lasting 36 academic hours;
- English language courses, lasting 72 academic hours;
- Courses of the official business Kazakh language lasting 36 academic hours.
The courses will be held online with a teacher and also in the form of videos, where training will be carried out by the faculty and staff of the Academy, and invited lecturers. Due to the limited number of places in the Pre-sessional courses, applicants will need to pass the Entrance Test, according to the results of which groups will be formed. Preparatory courses will be available to applicants who have passed online registration in the information system with the conclusion of an electronic contract and attaching a payment receipt.
