A seminar-meeting was held in Zhambyl district under the chairmanship of Tolegen Umarov, Deputy Head of the Department of Internal State Audit for North Kazakhstan region, with the participation of budget organizations. The event focused on the use of the “Online Budget Monitoring” module and its future development.
The module has been in use since November 1, 2024, and is integrated with the “Treasury-Client” information system, the Ministry of Education, and the HR databases “e-Kyzmet” and “Enbek.” This integration enables real-time monitoring and analysis of salary-related payments.
The monitoring revealed instances of excessive transfers of budget funds to individuals’ bank accounts under the guise of salary payments (including wages, vacation pay, bonuses, etc.).
When such cases are identified, the monitored entities are required to return the funds to the budget. In cases where an organization fails to take action, the Department initiates an audit and applies financial control measures, including issuing formal instructions and considering disciplinary measures against responsible officials.
Since the beginning of this year, 237 response letters have been issued concerning 4,255 payments totaling 1,099.2 million tenge. Confirmed risks amounted to 9.0 million tenge, of which 6.8 million tenge have been recovered. The remaining unrecovered amount stands at 1.9 million tenge.
