A seminar in the format of a roundtable was held in the city of Kostanay on the topic: “Formation of a Professional Civil Service Based on the Principles of Ethics, Accountability, Transparency, and Zero Tolerance for Violations.” The event was organized by the Office of the Akim of Kosta
The roundtable was attended by ethics commissioners of local executive bodies, representatives of territorial subdivisions of central government agencies, officials of regional departments, as well as experts in the respective fields.
One of the key topics of discussion was the prevention of violations in the areas of finance and public procurement. B.O. Kulbayev, Head of the Department of Internal State Audit, shared his views on this matter.
M. Sandybayev, Head of the Office of the Akim of the region, and G. Shagirova, Deputy Head of the Department for Civil Service Affairs, outlined the priority tasks facing government bodies in the context of enhancing professionalism, and discussed current issues and possible solutions.
K. Syundikov, Ethics Commissioner of Kostanay region, reported on the results of the activities of ethics commissioners for the first half of 2025.
B. Uspanov, Head of the Control Department in the Sphere of Civil Service, addressed issues related to discipline compliance in government institutions. He highlighted instances of irrational use of official vehicles and presented statistics on administrative violations.
The issue of compliance with traffic rules and prevention of violations was covered by Police Captain E. Altaev, Head of the Local Police Service Division of the Kostanay City Police Department. He focused on the causes and factors contributing to traffic violations.
Special attention was given to the interaction between government bodies and civil society institutions. E. Kasharina, Press Secretary of the Kostanay Region Chamber of Entrepreneurs, shared experiences and approaches in this area.
As a result of the meeting, participants will develop specific recommendations aimed at reducing the level of violations and organizing systematic preventive work within government institutions.
