ON THE RESULTS OF THE INTERNAL ANALYSIS OF CORRUPTION RISKS AT THE STATE INSTITUTION “OFFICE OF THE AKIM OF SHYRGANAK RURAL DISTRICT” OF KEGEN DISTRICT, ALMATY REGION FOR THE FIRST HALF OF 2026

INTRODUCTION
The State Institution “Office of the Akim of Shyrganak Rural District” of Kegen District, Almaty Region (hereinafter referred to as the “Office of the Akim of the Rural District”), based on the order of the Akim of the rural district “On Conducting an Internal Analysis of Corruption Risks in the Activities of the Office of the Akim of Shyrganak Rural District”, conducted an internal analysis of corruption risks during the period from 15 to 21 July 2026.
The first half of 2026 was determined as the overall period for conducting the internal analysis of corruption risks.
In accordance with the “Rules for Conducting an Internal Analysis of Corruption Risks”, approved by Decree No. 12 of the President of the Republic of Kazakhstan dated 19 October 2016, an internal analysis was conducted in the following areas:
IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS GOVERNING THE ACTIVITIES OF THE OFFICE
The State Institution “Office of the Akim of Shyrganak Rural District” of Kegen District carries out its activities in accordance with:
the Law of the Republic of Kazakhstan “On Local Government and Self-Government in the Republic of Kazakhstan”;
the Law of the Republic of Kazakhstan “On Civil Service of the Republic of Kazakhstan”;
regulatory legal acts on measures for further improvement of ethical standards and rules of conduct of civil servants of the Republic of Kazakhstan;
the Law of the Republic of Kazakhstan “On Public Procurement”;
the Law of the Republic of Kazakhstan “On Architectural, Urban Planning and Construction Activities in the Republic of Kazakhstan”;
the Administrative Procedural and Process-Related Code of the Republic of Kazakhstan;
the Civil Code of the Republic of Kazakhstan;
the Land Code of the Republic of Kazakhstan;
the Labour Code of the Republic of Kazakhstan;
the Regulations of the State Institution “Office of the Akim of Shyrganak Rural District” of Kegen District.
Regulatory legal acts affecting the activities of the state institution
An internal analysis of corruption risks was conducted at the State Institution “Office of the Akim of Shyrganak Rural District” of Kegen District.
According to the results of the analysis, during the first half of 2026, 56 incoming letters were received and 171 outgoing letters were processed.
In terms of core activities, 33 orders were issued, and 31 orders were issued concerning personnel matters. 14 decisions were adopted on core activities.
Records of decisions concerning core activities for the first half of the year were submitted to the Interdistrict Department of Justice of Enbekshikazakh District for analysis.
Based on the results of the first half of 2026, none of the employees of the Office of the Akim of Shyrganak Rural District were subjected to disciplinary measures.
Personnel-related orders and orders concerning core activities were entered into the “E-Kyzmet” information system within the established deadlines.
During the reporting period, there were no protests from the Prosecutor of Kegen District regarding the annulment of decisions and orders.
