REPORT ON THE RESULTS OF THE INTERNAL CORRUPTION RISK ANALYSIS IN THE ACTIVITIES OF THE STATE INSTITUTION “EMPLOYMENT AND SOCIAL PROGRAMS DEPARTMENT OF THE CITY OF KARAGANDA”
In accordance with paragraph 5 of Article 8 of the Law of the Republic of Kazakhstan “On Combating Corruption” and the Standard Rules for Conducting Internal Corruption Risk Analysis, approved by Order No. 12 of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016, and pursuant to Order No. 67-n of the Head of the State Institution “Employment and Social Programs Department of the City of Karaganda”, Zh.B. Iskakov, dated August 4, 2026, a working group was established to conduct an internal corruption risk analysis.
Full name of the entity and period of the internal corruption risk analysis
1. State Institution “Employment and Social Programs Department of the City of Karaganda” (hereinafter referred to as the “Department”).
From January 2026 to August 2026, the working group conducted an internal corruption risk analysis of the activities of the Department, as well as of five subordinate organizations:
- Municipal State Institution “Center for Resocialization of Persons in Difficult Life Situations”;
- Municipal State Institution “Home-Based Social Assistance Department of the Kazybek Bi District”;
- Municipal State Institution “Home-Based Social Assistance Department of the Alikhan Bokeikhan District of the City of Karaganda”;
- Municipal State Institution “Active Longevity Center of the City of Karaganda”;
- Municipal State Institution “Family Support Center of the City of Karaganda”.
In accordance with paragraph 8 of the Standard Rules, the internal corruption risk analysis was conducted in the following areas:
- identification of corruption risks in the organizational and managerial activities of the Department and its subordinate organizations;
- identification of corruption risks in regulatory legal acts governing and affecting the activities of the Department and its subordinate organizations, including the presence of discretionary provisions and powers that may contribute to the commission of corruption offenses.
I. CORRUPTION RISKS IN ORGANIZATIONAL AND MANAGERIAL ACTIVITIES
As of August 12, 2026, the authorized staffing level of the Department is 29 positions, while the actual staffing level is 27 employees. Since the beginning of the year, 5 employees have resigned voluntarily, and there is 1 vacancy. There are no employees dismissed on negative grounds.
All civil servants of the Department meet the qualification requirements for their respective positions. Newly appointed and first-time civil servants undergo a special background check by the national security authorities.
The deadlines and procedures for training, professional development and retraining of civil servants of the Department have been complied with.
Since the beginning of the year, 1 civil servant has completed retraining courses.
Since the beginning of the year, no civil servants have been subject to disciplinary liability.
At the Municipal State Institution “Center for Resocialization of Persons in Difficult Life Situations”, the authorized staffing level is 41.25 positions, while the actual staffing level is 30 employees. There are 5 vacancies. 8 employees have resigned voluntarily. There are no employees dismissed on negative grounds.
At the Municipal State Institution “Home-Based Social Assistance Department of the Kazybek Bi District”, the authorized staffing level is 192 positions, and the actual staffing level is 192 employees. There are no vacancies. 20 employees have resigned voluntarily. There are no employees dismissed on negative grounds.
At the Municipal State Institution “Home-Based Social Assistance Department of the Alikhan Bokeikhan District of the City of Karaganda”, the authorized staffing level is 165 positions, while the actual staffing level is 160 employees. There are 5 vacancies. 15 employees have resigned voluntarily. There are no employees dismissed on negative grounds.
At the Municipal State Institution “Active Longevity Center of the City of Karaganda”, the authorized staffing level is 63 positions, while the actual staffing level is 60 employees. There are 3 vacancies. 11 employees have resigned voluntarily. There are no employees dismissed on negative grounds.
At the Municipal State Institution “Family Support Center of the City of Karaganda”, the authorized staffing level is 34.5 positions, while the actual staffing level is 32 employees. There are 2.5 vacancies. 2 employees have resigned voluntarily. There are no employees dismissed on negative grounds.
Measures to prevent corruption offenses among employees of the Department and its subordinate institutions are under special control. The Department has approved a schedule for awareness-raising sessions. Regular explanatory work is carried out among Department employees regarding the inadmissibility of violations of the current legislation of the Republic of Kazakhstan.
Public procurement in the Department and its subordinate organizations is carried out electronically in accordance with the procedure established by the Law of the Republic of Kazakhstan “On Public Procurement”. Public procurement of goods, works and services is conducted electronically through the public procurement web portal.
II. IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS AFFECTING THE ACTIVITIES OF THE DEPARTMENT
The Department is a provider of 18 types of public services.
The types of public services provided by the Department include:
- Provision of social assistance to certain categories of citizens in need based on decisions of local representative bodies.
- Processing of documents for providing persons with disabilities with technical and compensatory aids.
- Processing of documents for providing persons with disabilities with prosthetic and orthopedic assistance.
- Processing of documents for providing persons with disabilities of Group I with individual assistant services where they have difficulties with mobility.
- Processing of documents for providing persons with hearing disabilities with sign language interpreter services — 60 hours per year.
- Processing of documents for providing persons with disabilities with specialized mobility aids.
- Processing of documents for providing persons with disabilities and children with disabilities with spa and health resort treatment.
- Processing of documents for the provision of special social services in medical and social institutions (organizations).
- Processing of documents for the provision of special social services in home-care conditions.
- Registration of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site, payment of a one-time state monetary compensation and issuance of certificates.
- Issuance of certificates to rehabilitated persons.
- Reimbursement of expenses for home-based education of children with disabilities.
- Provision of targeted social assistance.
- Provision of housing assistance.
- Issuance of housing certificates. (Since May 2026, the public service “Issuance of Housing Certificates” has been transferred to the State Institution “Housing and Utilities Department of the City of Karaganda”.)
- Issuance, extension and revocation of permits for labor immigrants.
- Establishment of guardianship or trusteeship over legally incapacitated or partially incapacitated adults.
- Issuance of permits for the disposal of property and withdrawal of pensions, benefits and social payments credited to the account of a legally incapacitated or partially incapacitated adult.
A reception of citizens by the Head of the Department is held every Thursday.
As of August 12, 2026, public services have been provided to 16,088 persons, including 3,273 persons through the State Corporation “Government for Citizens” and 12,815 persons through the electronic government web portal egov.kz.
Since the beginning of the year, no complaints from service recipients regarding the quality of public services have been received.
As of August 12, 2026, 405 appeals from individuals and legal entities have been registered in the Department through the E-Otinish information system, including 358 applications, 14 complaints, 1 proposal and 32 other appeals (messages, requests and feedback). No violations of the deadlines for consideration of appeals from individuals and legal entities have been identified.
Given that the Department works with persons with disabilities and persons with limited mobility, including elderly persons, mothers with children in wheelchairs and others, public reception is conducted on the ground floor of the building, where appropriate conditions have been created for submitting documents and receiving consultations.
In addition, the entrance to the building is equipped with an access ramp, and the sanitary facilities inside the building are equipped in accordance with the required standards.
The Department conducts awareness-raising activities regarding the provision of public services. In 2026, the Department conducted 4,132 awareness-raising activities, including publication of articles on the Department’s social media pages and appearances in the mass media.
To report violations of the anti-corruption legislation of the Republic of Kazakhstan, the Department operates a hotline at 95-55-80. A logbook for recording reports received through the hotline is maintained, and a mailbox is available.
To date, no reports or appeals concerning violations of the legislation of the Republic of Kazakhstan have been registered. The hotline number is published monthly in the newspaper “Novy Vestnik”.
Findings of the internal corruption risk analysis concerning the provision of public services
According to paragraph 14 of Chapter 2 of the Rules for the Provision of Housing Assistance, approved by Order No. 117 of the Minister of Industry and Construction of the Republic of Kazakhstan dated December 8, 2023, if grounds for refusing to provide a public service are identified in accordance with Article 73 of the Administrative Procedural and Process-related Code of the Republic of Kazakhstan (hereinafter — the “APPC of the RK”), the service provider shall notify the service recipient of the preliminary decision to refuse to provide the public service, as well as of the time and place (method) of the hearing, providing the service recipient with an opportunity to express their position regarding the preliminary decision.
The notification of the hearing shall be sent at least 3 working days before the expiry of the deadline for providing the public service. The hearing shall be conducted no later than 2 working days from the date of notification.
Based on the above, it is not possible to send the notification of the hearing 3 working days before the expiry of the deadline for providing the public service and conduct the hearing no later than 2 working days from the date of notification, since the service period in the E-Khalyk information system is 5 working days, of which 2 days are allocated for receiving and verifying the completeness of documents.
1. Issue concerning refusals to provide the public service “Provision of Housing Assistance”
Conducting a hearing in each case would lead to a significant increase in workload during the period of document acceptance, since applications are processed quarterly.
During the first month of each quarter, when 20 to 100 applications are received daily, conducting hearings and preparing notifications and minutes would take up a significant portion of working time.
Recommendation:
It is considered necessary to provide for the automatic generation of notifications in the system and notification of service recipients via SMS regarding the preliminary decision “to approve (or refuse) the provision of housing assistance”.
The applicant’s objection to the preliminary decision shall be accepted by the Department within 2 working days from the date of its notification.
2. Problems in the provision of targeted social assistance
Targeted social assistance is provided to families whose average per capita income is below the poverty line, which amounts to 70% of the subsistence minimum.
Since 2026, during the period from January to August, families have applied for targeted social assistance through the Departments of Education as part of the Universal Education Program (Vseobuch) in order to confirm that the family’s income is below the subsistence minimum but above the poverty line.
This significantly increases the workload of the local commission, whose members perform their duties on a voluntary and unpaid basis.
As a result, the number of applications has increased several times — from an average of 350 applications per quarter to 750 applications per month.
At the same time, more than 53% of the 750 applications received are refused due to excess income or an incomplete set of documents.
This results in an artificial increase in the number of public service applications for the “Provision of Targeted Social Assistance” service.
3. Problem in providing social assistance to certain categories of citizens based on decisions of local representative bodies
Due to amendments to the Standard Rules for the Provision of Social Assistance, Establishment of its Amounts and Determination of the List of Certain Categories of Citizens in Need, the number of grounds for classifying citizens as persons in need increased from 3 to 5.
This measure resulted in a significant increase in the number of applicants.
At the same time, the provision of this public service requires regular meetings of a special commission, preparation of documents for consideration, regular gathering of commission members and payment of the assigned assistance.
The above may result in an extension of the public service delivery period, which creates corruption risks.
Thus, in order to eliminate these problems, the Department sent letters to higher-level authorities — the Employment and Social Programs Coordination Department of the Karaganda Region and the Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in the Karaganda Region — requesting assistance in resolving the above issues.
Recommendations:
- Eliminate the requirement to hold a meeting of the special commission when making decisions on the provision of one-time financial assistance to certain categories of citizens in need.
- With regard to targeted social assistance, eliminate the acceptance of documents through the Departments of Education for the purpose of calculating family income for the provision of material assistance.
PUBLIC PROCUREMENT OF TECHNICAL REHABILITATION AIDS
Since 2020, the Social Services Portal has been in operation. Persons with disabilities, based on their Individual Program of Rehabilitation and Abilitation (IPRA), place orders for goods through the Social Services Portal and select a supplier.
However, pursuant to Article 169 of the Social Code of the Republic of Kazakhstan, persons with disabilities are provided with goods and services in accordance with the legislation of the Republic of Kazakhstan on public procurement in the following cases:
- there are no suppliers of goods and services on the Social Services Portal, based on the conclusion of the commission;
- provision of prosthetic and orthopedic assistance, hearing prosthetics with hearing aids, services for replacement and adjustment of a speech processor for a cochlear implant, specialized mobility aids manufactured according to individual orders of persons with disabilities.
For example, the guaranteed amount for a prosthesis (wheelchair) on the Portal is KZT 500,000, while a person with a disability may wish to purchase a prosthesis through public procurement at a cost of KZT 50,000,000 or more.
This creates corruption risks.
Relations between persons with disabilities and suppliers concerning the purchase of goods and/or services through the Social Services Portal are regulated by the civil legislation of the Republic of Kazakhstan and by an agreement concluded through the Social Services Portal.
Suppliers of goods and/or services on the Social Services Portal include individuals engaged in entrepreneurial activities and legal entities.
In accordance with the Rules for Reimbursement of the Cost of Goods and Services from the State Budget for Their Provision to Persons with Disabilities through the Social Services Portal, approved by Order No. 14 of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated January 20, 2020, the supplier submits to the Department a certificate of completed works (services rendered). The service receipt certificate contains the confirming signature of the person with a disability.
However, there have been cases where persons with disabilities do not confirm receipt of technical rehabilitation aids.
The Employment Department has no supervisory function and has no ability to monitor each person with a disability.
Recommendation: Amend the legislation and establish a guaranteed amount for the procurement of technical rehabilitation aids for persons with disabilities through public procurement.
