A veterinary and sanitary report on objects of state veterinary and sanitary control and supervision (hereinafter referred to as a veterinary and sanitary report) is issued by state veterinary and sanitary inspectors on the basis of a list approved by the Chief State Veterinary and Sanitary Inspector of cities of republican significance, the capital, districts, cities of regional significance and his deputy in accordance with subparagraph 3-1) of paragraph 3 and subparagraph 3-1) of paragraph 4 of Article 16 of the Law.
To receive a veterinary and sanitary certificate, the service recipient submits through the portal an application for the issuance of a veterinary and sanitary certificate to the objects of state veterinary and sanitary control and supervision in accordance with Annex 8 to these Rules and the documents specified in paragraph 8 of List No. 2.
A veterinary and sanitary report or a reasoned refusal to provide a public service is issued within 4 (four) business days from the date of receipt of the application.
After submitting the documents, the recipient's "personal account" displays the status of acceptance of the request for the provision of public services, as well as a notification indicating the date and time of receipt of the result of the public service.
If the service recipient submits an incomplete package of documents and/or expired documents, the state veterinary and sanitary inspector gives a reasoned refusal to further consider the application using the EASA Information System and sends it to the service recipient's "personal account" in the form of an electronic document signed by the State veterinary and sanitary inspector's EDS.
When the service recipient submits a complete package of documents, the state veterinary and sanitary inspector carries out permissive control within 3 (three) working days from the date of receipt of the application.
State Veterinary and Sanitary Inspector:
1) carries out an inspection of the facility;
2) verifies the conformity of the object with the submitted documents;
3) verifies the conformity of the facility with Veterinary and sanitary rules, Veterinary (veterinary and sanitary) requirements, and the requirements established by the Order of the Acting Minister of Agriculture of the Republic of Kazakhstan dated May 29, 2015 No. 7-1/498 "On approval of veterinary (veterinary and sanitary) requirements for production facilities engaged in the cultivation and sale of animals" (registered in the Register of State Registration of Regulatory Legal Acts No. 11837), By Order of the Minister of Agriculture of the Republic of Kazakhstan dated September 18, 2015 No. 7-1/832 "On approval of veterinary (veterinary and sanitary) requirements for production facilities engaged in harvesting (slaughtering animals), storage, processing and sale of products and raw materials of animal origin" (registered in the Register of State Registration of Regulatory Legal Acts No. 12208), By Order of the Minister of Agriculture of the Republic of Kazakhstan dated September 23, 2015 No. 7-1/848 "On approval of veterinary (veterinary and sanitary) requirements for production organizations, storage and sale of veterinary drugs, feed and feed additives" (registered in the Register of State Registration of Regulatory Legal Acts No. 12243).
Issuance of a veterinary and sanitary certificate to the facilities of the state veterinary and sanitary control - 4 (four) working days.
