Today, global discussions on artificial intelligence focus mainly on two dimensions: how to advance innovation and how to mitigate risks.
But there is an important point: Is the State ready to govern effectively in the age of artificial intelligence?
We believe that public trust in AI does not begin with algorithms. It begins with trust in government—in how fairly, transparently, and responsibly public steps are made.
Kazakhstan speaks from experience. We are country that is advancing the digital transformation of its civil service.
Ten years ago, we set the goal of ensuring that personnel choice is based on merit. This led to the creation of our digital HR ecosystem, e-Qyzmet.
Today, e-Qyzmet serves more than 80,000 civil servants, supports over 400 digital HR processes, and is integrated with more than 100 government information systems. Recruitment into the civil service is conducted fully online, takes only five to seven working days, and ensures a transparent, competitive, and merit-based selection process.
We call this approach Integrity by Design—where integrity is embedded into the architecture of the system.

The year 2026 has been declared the Year of Digitalization and Artificial Intelligence. We have adopted both the Law on Artificial Intelligence and the Digital Code.
Our Agency is already applying AI to assess HR data and moving to predictive planning and the AI audit of government functions.
Same time, our position remains clear: artificial intelligence may assist, but never replace human responsibility.
Our approach to AI in the public sector is guided by three fundamental principles: transparency, human oversight, and responsibility.

Kazakhstan built its digital foundations step by step.
That is why our experience is now attracting international interest. The e-Qyzmet project has been published on the OECD Observatory of Public Sector Innovation (OPSI) platform as an innovative public governance practice.
The point is not whether artificial intelligence can transform the state. The point is what values the state embeds in the use of these technologies. Kazakhstan has chosen a way based on transparency and fair opportunities.
